The Internet Resilience Observatory in France was created in 2011 by ANSSI (National Security Agency for Information Systems). It is an open sharing venue to Internet stakeholders in France whose mission is to improve the knowledge of the Internet in France by studying the critical technologies for its proper functioning.
Monitoring the resilience of the Internet in France, an important structure
The Internet is an essential infrastructure for economic and social activities at , national and International level. A major outage could significantly affect the smooth running of France and its economy.
In addition, the operation of the Internet as a whole is often misunderstood and can be perceived as an opaque system, managed by actors whose roles are poorly identified. Until recently, despite the importance of this issue, there was no body to study the risks of malfunction of the Internet nationwide.
As for resilience, it can be defined as the ability of a system to continue functioning during an incident and to return to a nominal state. In practice, improving resilience often simply means to implement engineering rules, refered to as best practices, which limit upstream impacts of a possible incident.
Monitoring the resilience of the Internet in France, an area of restricted analysis
Despite the international nature of the Internet, the observatory restricted his studies at what is going on French territory for certain parts only to French actors.
This allows to better understand the interdependencies of the French economic and social activities with respect to French companies or organizations as well as foreign players.
Monitoring the resilience of the Internet in France, to follow recommendations
The work of the observatory essentially consist in defining, measuring representative indicators of resilience and publish the results annually. The protocols currently examined are two particularly important protocols for infrastructure Internet: the DNS (which is invoked automatically by the end user each time he/she accesses an Internet resource) and BGP (which is crucial to Internet routing).
For studying the Internet health in France, ANSSI and Afnic are using their own tools, while relying on a rigorous methodology and using .fr database and its delegated areas, traffic received by some authoritative DNS servers for the .fr zone and several collectors that allow BGP to have an instant view of network traffic.
Finally, each Annual Report is accompanied by recommendations and reminders of good operating practices to improve the status of the resilience of the Internet in France.
